Full Board Consent Agenda A. Approval of Revisions to Regents' Policy 04.05.040 Salary Structures Earlier this year a Staff Compensation Task Force was formed to study compensation issues and recommend short and long-term modifications to the Universitys compensation structure. The Task Forces highest priority recommendation was to provide cost of living adjustments to the staff salary grid based on the Consumer Price Index (CPI) in Anchorage. Both the Staff Alliance and the Human Resources Council have endorsed the task force recommendation, modified by the addition of a 2 percent cap on any grid increase. Vice President Johnsen will present the issue to the committee for discussion. It is expected that a representative from the Staff Alliance will be able to participate. The administration recommends that Regents' Policy 04.05 be amended as stated below because this level of detail is more appropriately addressed in University Regulation and approval of salary adjustments remains in the Board of Regents purview through the budget approval process. Policies are intended to contain statements of policy that are as broad and flexible as possible, leaving the details of administration and implementation to be expressed in regulations promulgated by the president. Amendment of Regents' Policy 04.05 will accomplish that purpose. Salary Structures P04.05.040 Salary structures for designated employee categories will be established and set forth in regulation. The Board of Regents must approve salary structures and any cost of living or other adjustments to the structures, except as provided below. Methods for placement and movement will be established in regulation. D. Regular Exempt and Nonexempt Staff Regular exempt and nonexempt staff will be compensated in accordance with regulation promulgated under this policy. Annual cost of living adjustments will be provided in accordance with regulation promulgated under this policy. All recipients of annual in-grade salary increments will have at least a satisfactory or higher performance evaluation. Upon the committees approval of the recommended modification to policy, the president intends to modify, subject to consultation of the Staff Alliance, the enabling regulation in the following manner: Salary Structures R04.05.040 D. Regular Exempt and Nonexempt Staff 3. Cost of Living Adjustment (COLA) Annually, the Board of Regents will review the staff salary schedule. and may apply a COLA to the schedule. Annual COLA adjustments will be applied to the staff salary schedule, not to exceed 2 percent, and subject to funding availability, based on the Consumer Price Index (CPI) as reported by the ֱƵ Department of Labor and Workforce Development.
